Training Classes for Management Staff of RCEECA Branch
Between July 29th and August 4th, “Training Classes for Management Staff of RCEECA Branch” co-organized by the Research Center for Ecology and Environment of Central Asia (RCEECA) and Xinjiang Institute of Ecology and Geography, Chinese Academy of Sciences was held in Urumqi. It aimed to regulate and strengthen the management work of RCEECA Branch in a more comprehensive way.
Management and financial staff from RCEECA Dushanbe Branch and Bishkek Branch were invited to attend the training. Lasting for a week, the training class was conducted through indoor teaching and outdoor practice. The training involved RCEECA management mechanism, financial training, lab management and safety and prevention, collection and analysis of Central Asia’s document information, construction and maintenance of field station and management and maintenance of data resources sharing platform of the information center.
The opening ceremony was held in the afternoon of July 29th. Liu Wenjiang, Deputy Director of RCEECA, Qu Yan, Deputy Head of Financial Department of Xinjiang Institute of Ecology and Geography, Chinese Academy of Sciences, Li Yaoming, Director of RCEECA Bishkek Branch and Hao Yun, Deputy Director of Document Information Center of Xinjiang Institute of Ecology and Geography, Chinese Academy of Sciences attended the ceremony and delivered speeches. Professor Liu Wenjiang gave a detailed introduction of Chinese Academy of Sciences, Xinjiang Institute of Ecology and Geography, Chinese Academy of Sciences, RCEECA, scientific progress, academic exchanges and talents training and summarized the research work and scientific output of RCEECA in a systematic way. He put forward the transformation of platform building to academic result output with all efforts, offered constructive suggestions from RCEECA’s operation and management, symbolic results output and management and called for coordinated management between different branches. His idea of conducting pragmatic cooperation in ecological and environmental protection fields based on the platform to achieve a batch of important research results provided an important basis for the decision-making of the governments in Central Asia and served as a strategic planning support for the construction of the Silk Road Economic Belt.
According to training schedule, financial training conference concerning issues and suggestions of foreign agencies was held on August 2nd. Liu Fei, Head of Financial Department of Chinese Academy of Sciences, Xinjiang Branch and Qu Yan, Deputy Head of Financial Department of Xinjiang Institute of Ecology and Geography attended the conference. Financial work concerning core business parts such as financial reimbursement process, use of funds, asset management and financial approval was introduced and the requirement that branches should clarify financial management work one by one was put forward. Internal process control should be strengthened, financial management system should be set up and seamless connection of internal control and regulation and financial management should be realized to promote the combination of asset management and financial management.
The conclusion ceremony of the training class was held on August 3rd, with each member sharing the highlights of the training and their learning experiences. Chikinova Tatiana, one financial staff of Bishkek Branch, stressed that this training allowed him to overcome the differences in financial and management system among different countries and better understand the management and scientific work of the branch and research institute. It would help him better take over and implement various work of the branch.
At the practical stage, training members also investigated Fukang Field Observation and Research Station, Desert Botanical Garden of Xinjiang Institute of Ecology and Geography, Chinese Academy of Sciences and Xinjiang astronomical observatory of Chinese Academy of Sciences.
