On September 18, 2021, the 2021 council meeting of the Research Center for Ecology and Environment of Central Asia of CAS (hereinafter referred to as RCEECA) was held in Chengdu. Zhang Yaping (Deputy President of CAS & Chairman of RCEECA Council) attended the meeting, and the related bureaus of CAS, the council members & representative and all staff of RCEECA were also present. The meeting was chaired by Chen Xilin (Director of the Bureau of International Cooperation CAS), and was jointly held with Kathmandu Science & Education Center, China-Sri Lanka Joint Science & Education Center and China-Pakistan Earth Science Research Center in an Online-And-Offline manner.

Chen Xi (Director of RCEECA) systematically reported the work and funding implementation of RCEECA in 2021 as well as the work plan and budget arrangement of RCEECA in 2022 from the following five aspects: scientific research progress, RCEECA management, use of funds, work plan and matters submitted for review. The Council reviewed and approved the annual work report of RCEECA and the list of recommended council members, and the proposal to reappoint Researcher Chen Xi as the Director of RCEECA was approved in a secret ballot manner. In addition, the participants discussed important issues such as the management, support and supervision of international students, the output of scientific research results, and the improvement of influence under the COVID-19 situation in overseas centers.

At the meeting summary, Zhang Yaping (Chairman of RCEECA Council) fully affirmed the efforts and achievements made by the overseas centers to overcome the COVID-19 and continuously to promote the operation of the overseas centers, He pointed out that the spirit of the summer enlarged meeting of the CAS party group should be thoroughly studied and implemented, and the applicable "national affairs" and "national responsibilities" should be carefully studied according to the actual situation. Meanwhile, he also emphasized to further optimize and adjust the orientation and define the work priorities. On the one hand, China's diplomacy and the development demands of relevant countries and regions should be served, and on the other hand, major scientific and technological goals should be focused and defined. Moreover, the construction of overseas stations should be further studied and promoted, and reasonable layout from the CAS level should be proposed to pilot the linkage and data sharing between overseas and domestic stations. Furthermore, the publicity at home and abroad should be strengthened, and the publicity quality of important work and major achievements should be constantly improved to continuously expand scientific influence. In addition, attention should be paid to the training and introduction of talents, and initiatives should be further enhanced to make international talents become an important force for cooperation, so as to ensure the continuity of overseas research missions during the COVID-19. Finally, he called for closer cooperation with the Belt and Road Alliance of International Scientific Organizations and the International Research Center of Big Data for Sustainable Development Goals in order to achieve win-win cooperation and mutual development
