On May 8^th, 2021, the “Belt and Road” innovative strategies alliance of high-tech industries in Hefei, sponsored by the Bureau of Science and Technology and the Bureau of Commerce of Hefei, was inaugurated. It also served as a special matching conference for “4 deliveries and 1 service” and “government, production, study, research, application and funds”, which was held at high-tech industrial development zone of Hefei. Li Yaoming, Director of Research Center for Ecology and Environment of Central Asia (RCEECA) (Bishkek) and Green Development Research Center of the Silk Road, Xinjiang Institute of Ecology and Geography Chinese Academy of Sciences (CAS) and Qiao Jianfang, Deputy Division Chief of the Division of Scientific Research and Foreign Affairs of Xinjiang Institute of Ecology and Geography were invited to attend the ceremony.

During the meeting, Song Daojun—Deputy Director of the Standing Committee of Hefei Municipal People’s Congress, Secretary of Party Working Committee of the Council of high-tech industrial development zone and Director of the Council, Liu Cunjun—Party Member and Deputy Director of the Administration for Market Regulation of Anhui Province, Yan Ping—Deputy Secretary-general of People’s Government of Hefei, Wu Haijun—Deputy Director of the Bureau of Science and Technology of Hefei, Ren Yiwei—President of Chongqing Institute of Green and Intelligent Technology (Hefei branch), CAS and Zhong Yu—Secretary-general of the “Belt and Road” Industry Alliance all delivered speeches. They also stressed that this year was the beginning of the 14^th “Five-Year Plan”, the first year to launch modernization and a key year for Hefei to make great leaps and catch up. The “Belt and Road” Alliance of International Science Organizations（ANSO）sent congratulatory letter. Dzhumatayev, President of the Academy of Sciences of Kyrgyzstan, also sent congratulatory video, in which he recognized the fruitful results in the scientific and technological cooperation between China and Kyrgyzstan. The cooperation results also contributed to a positive bilateral relationship, among which safe drinking water program had directly served local economic and social development with excellent social and economic benefits. He also hoped to conduct cooperation in technology with the Alliance. On behalf of RCEECA, Li Yaoming introduced the cooperation between RCEECA and outside world and the process of ANSO’s “promotion and application of low-cost smart water purification technology in Central Asia.” He hoped that RCEECA could support the Alliance in playing its role, coordinate the work among local government, enterprises and scientific institutes and cooperate with scientific enterprises to conduct targeted research and development. Besides the inauguration of the “Belt and Road” innovative strategies alliance of high-tech industries by the above leaders, 6 scientific and technological matching programs were also signed, marking a complete success of the ceremony.

It is reported that Chongqing Institute of Green and Intelligent Technology (Hefei branch) initiated the “Belt and Road” innovative strategies alliance of high-tech industries in Hefei to fully implement the national initiative of the “Belt and Road” and provincial outline on scientific and technological strategies, establish a platform for cooperation and exchanges and promote enterprises of Hefei to integrate with global innovative network and enter global market. This Alliance, with the support of overseas platform resources including 10 overseas centers for science, education and cooperation of CAS and ANSO and based on programs of international cooperation of CAS and market orientation, will conduct in-depth international cooperation with various enterprises and institutions and promote transfer and conversion of scientific and technological results. It plans to help enterprises to bring in innovative programs, realize transfer and conversion of scientific and technological results for innovation development by establishing a platform on technology, fund, supply and demand, matching, communication, exhibition and trade for higher universities and institutes, financial institutions and enterprises.
