On January 29^th, the Bureau of International Cooperation and the Bureau of Science & Technology for Development of Chinese Academy of Sciences (CAS) held a “symposium on establishing overseas comprehensive scientific research station.” Zhang Yaping, Vice President of CAS, attended the meeting. Over 60 people, including Wen Ya, Director of the Bureau of Science & Technology for Development, Sun Ming, Deputy Director of the Bureau of Science & Technology for Development, Wang Zhenyu, Deputy Director of the Bureau of International Cooperation, Gao Jun, Deputy Director of the Bureau of Conditions Security and Finance, Yao Tandong, Associate Fellow of Institute of Tibetan Plateau Research, Yu Guirui, Associate Fellow of Institute of Geographic Sciences and Natural Resources Research, relevant operation offices of the Bureau of International Cooperation and Bureau of Science & Technology for Development, Center for Overseas Scientific and Educational Cooperation (Overseas Center) and research institutes participated in the meeting. The meeting was chaired by Deputy Director Wang Zhenyu and institutes outside of Beijing attended virtually.

The meeting was held to implement the programs of the Overseas Center to optimize management and resolutions reached by the Joint Council of Overseas Centers 2020 and draw experience from the establishment and management of Chinese and foreign comprehensive field scientific research stations; it also aimed to conduct research on promoting Overseas Center and relevant research institutes in further strengthening overseas scientific research and monitoring facilities construction during the 14^th “Five-Year Plan” so as to advance the establishment of academy-level overseas comprehensive scientific research station with high standard.

Zhou Ju, Division Chief of Biological Technology Division of the Bureau of Science & Technology for Development, introduced the construction status and management experience of all the comprehensive field scientific research stations of CAS in a systematic way. Attending Overseas Center and research institutes reported the work plan and demand for building such station and they exchanged ideas and discussed on relevant works.

Liu Wenjiang, Executive Deputy Director of Research Center for Ecology and Environment of Central Asia (RCEECA), reported the construction work of RCEECA’s overseas ecological field monitoring and research station from target setting, construction principle, guarantee mechanism, operation management, outcome and development plan in a detailed manner, summarized the existing issues and put forward the demand for special fund, stable mechanism and system planning.

Vice Present Zhang Yaping pointed out in the speech that the construction of overseas comprehensive scientific research station should start from building the community of shared future for mankind and strengthen top-level design, system planning, stable promotion and stage-wise implementation based on the development goal and scientific and technological demand of China and CAS. Pay attention to the call and support of local government and scientists, attach importance to solution of scientific problems, major outcomes and people’s well-being and continue to expand openness and sharing based on currently available research on the network in China. Besides, he emphasized that the operation and management of overseas station is a complicated work, which requires systematic thinking and overall consideration. Actively conduct research and exploration on the aspects of implementation paths, operation mechanism and management model based on the analysis of construction necessity. Promote the participation of the Alliance of International Science Organizations (ANSO) and combine it with “Belt and Road” Initiative; finally, recommendations for subsequent work of overseas research station were given.
